The past few years have shown that nearly all government agencies are gradually decreasing aid to borderline-poverty seniors.  Kokomo is very short on economical studio apartments in safe areas for independent living.  Why is there not more provision for those who are just above poverty level yet have medical expenses that throw them into poverty?  Also why are Granny Flats not permitted???
