bridgman does not promote tourism.  They are wasting the money of tax payers to try and get people to stop renting their homes. But are they telling the public?  I haven't seen it in the paper.  Do they have an oridance.  Call and ask for a copy and read it. Homes are not worth as much money without Chicago people.  You might want to ask Bill Boyd about this.
